Team Background

Irish Life Financial Services Limited (ILFS) is an insurance intermediary regulated by the Central Bank of Ireland. It is a subsidiary of the Irish Life Group Ltd which also comprises the life assurance company Irish Life Assurance plc, one of Ireland’s leading financial services providers. ILFS provides services to Irish Life Assurance plc on an outsourced basis; including compliance services. Regulatory compliance forms an important and essential part of Irish Life’s operations and activities. Recent and ongoing changes in the regulatory environment have increased the emphasis on effective management of compliance risk. This role embraces the combined structures of ILFS as an insurance intermediary and the Customer and Advice Solutions Business Units of Irish Life Assurance. 

 

Role Overview

Reporting to the Head of ILFS Compliance & Operational Risk, the Senior Manager Compliance is responsible for oversight of compliance risk for ILFS Retail activities in its Business Units in accordance with the Irish Life Group Compliance Framework and in the context of the laws and regulations that apply to the regulated financial services business activities undertaken by ILFS. The role will assist the Head of ILFS Compliance & Operational Risk with the role focused on leading and management of the team and will have a number of direct reports.
   

 

Key Responsibilities

  • Assist in leading and managing the Advice and Customer Solutions (ILFS) compliance team and oversee the work of local divisional-based compliance personnel.
  • Prepare and drive implementation of a comprehensive annual compliance plan in line with the Group Compliance framework to include a comprehensive risk-based monitoring programme. 
  • Drive the implementation of new legislation or codes of conduct and set down standards on how they should be implemented within the business. 
  • Act as a point of contact for regulatory authorities and, working with the Head of ILFS Compliance, ensure effective and efficient communication with external bodies. 
  • Prepare compliance reporting for Group Compliance, the ILFS Board and business management.
  • Ensure effective and efficient communication with Advice and Customer Solutions Management.  
  • Provide compliance and operational risk input into material business initiatives (distributions, products, platforms, strategy etc) and oversee the development of key compliance frameworks (including AML, Sanctions and Data Protection).
  • Represent the Compliance team on key business working and steering groups both internal and external
  • Provide pre-launch input into material new product innovation and plans to assess and provide challenge in relation to the potential compliance & operational risks and their mitigation and management.
  • Ensure that compliance staff in different parts of the business work effectively together to ensure compliance activities are delivered in the most efficient way possible. 
  • Other such emerging tasks and responsibilities as a role of such seniority will result in.

 

 

The Person:

The ideal candidate should: 

  • Hold a Primary Degree and/or a Professional Qualification in a relevant technical discipline (such as Accountancy, Actuarial, Finance, Audit, Solicitor Compliance, or Risk Management).
  • Have experience in a manager role, managing people and have an understanding of the three lines of defence model and the nature of a Control Function’s obligations within that model.   
  • Have experience of the financial services business. Of particular interest is expertise in Retail or Corporate Business type products, processes, distribution channels and systems. 
  • Possess a strong blend of technical ability, judgement, and commercial awareness.
  • Have a good understanding of the Group’s main business activities.
  • Have an ability to work effectively in partnership with the business units’ senior management, while maintaining independence and personal authority.
  • Have strong communication skills (both written and oral).
  • Possess strong influencing skills.
  • Have strong problem-solving and decision-making ability.

Fitness & Probity
This role is a ‘controlled function’ as set out in the Central Bank Reform Act 2010 and defined by the Fitness and Probity Regulations and Standards 2011. Any appointment will be conditional on the company being satisfied that the appointee meets the requirements as set out in the Fitness and Probity standards issued by the Central Bank.
